The notification was issued in January 2008 by the State-owned Assets Supervision and Administration Commission of the State Council. The Guidelines encourage state-owned enterprises to fully understand their social responsibility, and provide an outline of the requirements and basic principles that are to be fulfilled in order to achieve the comprehensive and sustainable development of enterprises.
In March 2008, acting in the spirit of the 17th CPC National Congress and the 12th CPC Provincial Congress, the provincial government of Zhejiang released the following suggestions to promote the construction of a harmonious society and the sound and sustainable development of the economy. The suggestions comprise three core components and cover 13 related issues.
